ISSUE:                       West Middle School – Latest Inspection Results

BACKGROUND:

Mr. Dennis Waugh from IIW in Dubuque visited our school district last week.   After following his suggestions of doing some simple visual checks around the West Middle School building using a technique provided on Jan. 4, three more areas in the building were identified.

ISSUE:                       Balancing the 2010-2011 budget – Sharing of ideas and suggestions

BACKGROUND:

During the last two weeks I have met with each building staff and the various support staff groups explaining the current budget dilemma which is a result of the Governors 10% across the board cuts. 

 

All groups received a Goodle.doc survey online or a paper copy version survey to make suggestions and offer ideas on how we might be able to balance the budget in 2010-2011.  All comments were included in the on-line version and any completed surveys done in paper form were returned to Cathy and she input them using the electronic format online.

 

The summary list included presents the general ideas that were proposed by the total staff at Anamosa Community Schools. 

 

I am expecting to have an open discussion about any items on the list that you wish not to consider and any items that you might see missing.  Also know there will be discussions that will go beyond tonight to reach the final set of recommendations that must come to this Board for their approval.  We have targeted March to bring that list to you and will continue to work on this based upon the feedback we receive tonight.

ISSUE:                       Establish a Meeting to order Bond Issue Election for February 15, 2010

BACKGROUND:    

When a petition is signed by eligible voters and presented to the Board, a Board meeting must be called within ten days after the petition has been filed with the Board.  This does not mean the meeting must be held within ten days, only the meeting must be scheduled for the Board to order the election.  These documents will be prepared by Ahlers and Kuhn.

ISSUE:                       Board Direction regarding request to City Council to reconsider Sadie

                                    Street Easement/Ordinance.

BACKGROUND:    

Recently two members of the Board were invited to have conversation with three members of City Council regarding solutions to the high school building project that might have to be considered in the future.  One of those considerations is to ask the City Council to revisit its Easement and Ordinance regarding the Abandonment of Sadie Street.  Particularly, items 8 and 10 as listed in the August 3, 2009 provided by Pat Callahan, City Administrator.  See attached.

 

Item 8 indicates that they require the District to install and maintain new concrete paving over the vacated right-a-way and keep the right away open to the public at all times.  If the right-a-way was will owned and operated by the City.

 

Item 10 – require the school district to meet all City zoning setbacks for new construction as if Sadie Street still existed, therefore using the former Sadie Street right-away boundary as a reference point for measuring setbacks. 

 

If the Board were to consider Option B in the Auditorium plans, Item 10 would need reconsideration by the City. 

 

Tonight the discussion will provide some direction as to attending the City Council meeting and requesting this reconsideration.  The next possible meeting for that is February 8, 2010.

ISSUE:                       Highway 64 Property

BACKGROUND:    

Through the course of last year’s Bond Issue and the conversations that are beginning to occur around the potential Bond Issue and current planning for a middle school on the McDow property, the issue of Highway 64 property and what the Board plans to do with that has been resurrected.  The last discussion the Board had regarding Highway 64 property was that they would dispose of it after the successful Bond Issue. 

 

Tonight I am looking for direction in regard to whether or not you want to put this property on the market knowing that any proceeds from this sale must go back into the PPEL fund for the use of infrastructure and maintenance projects.

BACKGROUND:    

On January 20, 2010 the District was invited to participate in a community Work Session called by the DOT.  The purpose was to provide feedback regarding options provided by DOT to the City, and the County.  That meeting was postponed due to weather.  The DOT is planning to reschedule this Work Session in February.

Board Policy 605.6 provides guidelines for graduation prior to the completion of grade twelve.  A student may graduate prior to the completion of grade twelve if the course work required for graduation has been fulfilled by the student.  A student must complete an application for early graduation.
